Only a restart used to fix it (killing explorer.exe wouldn't) but I just found out another way: hit Ctrl+Alt+Delete to get to the black logon screen, then click Cancel to get back to the desktop. In my case, the white bastard was gone! This trick tends to fix a number of weird graphics glitches like that and I was aware of it for a while but didn't think to apply it to the white box issue.

That worked for me. Will probably reoccur but at least I can kill it now.
The box disappeared while the commands are executing, not always at a fixed moment.
Thus, I put these commands in a batch file, make a link to the desktop, and make it to run as administrator. Next time, when the box appears, I just click on the link, allow it to run as administrator. Then I minimize it, and get back to my work.
I will try the Ctrl+Alt+Delete next time.
No clue what causes it. But all the computers I am using have the same issue.
